These alerts are run by the browser itself, so they reach you only while this page is open in a tab. Close the tab or quit the browser and nothing arrives — no website can wake itself up after it is closed. While the tab sits in the background the browser may slow its timers or freeze the page; any alert that is more than two minutes late is dropped and reported in the status line instead of being delivered at the wrong time.
