By the One in Whose hand my soul is, if you were not to commit sins, Allah would replace you with people who would commit sins and then seek forgiveness from Allah, the Almighty, who would then forgive them

Abu Hurayrah (may Allah be pleased with him) reported that the Prophet (may Allah's peace and blessings be upon him) said: "By the One in Whose hand my soul is, if you were not to commit sins, Allah would replace you with people who would commit sins and then seek forgiveness from Allah, the Almighty, who would then forgive them."

Explanation

The Prophet (may Allah's peace and blessings be upon him) swears by his Lord that if people did not sin, then Allah would replace them with people who would ask for His forgiveness after committing sins, with a sincere intention and a heart filled with certitude, so that He would forgive them.
