This is a dua for distress and anxiety said after something painful has already happened and cannot be changed. It is a complete word of submission to Allah's decree that guards the heart from dwelling in regret and opening the door to Satan's whispers.

قَدَّرَ اللَّهُ وَمَا شَاءَ فَعَلَ.

Qaddarallahu wa ma sha'a fa'al.

قال النبي صلى الله عليه وسلم: وإن أصابك شيء فلا تقل: لو أني فعلت كان كذا وكذا، ولكن قل: قدَّر الله وما شاء فعل، فإن (لو) تفتح عمل الشيطان.
